Patrice Robinson, a member of the Memphis City Schools Board of Education, appears to be the replacement for Memphis City Council member TaJuan Stout Mitchell.
Tom Marshall, chairman of the council, said Robinson has the votes. Mitchell resigned at the end of last year to take a job in the Herenton administration. Her district includes Whitehaven.
