This is because the USA is a nation of excessive laws and legalism. Coupled with the fact that the legal system have to have something to do, so they go after this place. The owner gets shaked down, and now everyone has to pee in a cup and have their life examined to work in this sh-thole.
Many judges, lawyers and cops would have to get jobs if it weren't for all these stupid laws that benefit no one and protects no one. When stupid suburban cops do alcohol stings with 19 year olds with a perfect looking ID.
I was just thinking yesterday in my supermarket in the city that I live in now, that it is so nice to live somewhere where I can buy a bottle of wine or liquor in the supermarket, and that I can buy alcohol 24/7, including SUNDAY! Tenneshit sucks. Corrupt, stupid, violent, indifferent, filled with tea party asshats and fascist cops.
To drug users, do not use drugs inside of a bar or public place, even if the owners do not disapprove. The law never has enough to do, and they actively look for cases like this to bust businesses like this. Drug dealers, do not sell your dope in a public place. The problem is that the owners of the establishment is going to get blamed, and they get in trouble.
And even though America is slowly liberalizing their drug laws, in Tennessee, any amount of pot, even a joint is punishable by up to 11 months 29 days. Hell, in Tennessee, one cannot buy wine in a supermarket or wine or liquor from a package store on Sundays, so legalized weed here is a dead issue.
I wish we lived in a World where one can look at naked women, snort drugs, shoot guns in the ceiling. We don't so shut up.

Not to be a naysayer, but Memphis is honestly not the greatest place to have an outside show. It's too hot, sticky and sweaty. Too much of a chance of rain or a thunderstorm. Besides, I would think getting in and out of Tom Lee Park would be an epic nightmare.
Whati incredible to me is that ZZTop is still around. I listened to them as a teen 30 years ago. I just cannot believe that they would do some show like this, I am thinking these guys have more than enough money to retire. Even though they are from the great state of Texas, they like Memphis for some reason.
