There should be a way to condem these blighted properties and then either demolish or offer the property for free to the current tenant. That would probably help the situation. As for parking fines expiring after one year: That's the craziest thing I've ever heard! They shouldn't ever expire.

Go to France. It's a once in a lifetime opportunity. If she's still there when you get back, great. If not, there are a lot of fish in the sea.
Our neighborhood had the same scam going. We did have some hail in our area, but not enough to do anything other than ding cars. A week later the scam roofers were going door to door. We have a new roof with top of the line shingles and one of these scammers actually handed me a piece of shingle he said came off my roof. It wasn't even the same color.
There is an upside to this though. All the houses in my sub-division now have new roofs. To the average passer by, it appears as if our neighborhood is brand new and in very good condition.
I think Google would be better off to skip Memphis. I live there and it's a technological desert. High speed internet would be wasted here.
