Also, my Mother (and I wish I were joking) has sternly rebuked me for confusing Voltaire and Victor Hugo, in attributing the quote in the final paragraph. Apparently, this brings her deep shame, thus I apologize to both her, the descendents of Victor Hugo and the Flyer readers for my error.
The lower priority is becuase, like it or not, it is currently illegal, and those that violate the law to catch a buzz are voluntarily assuming the risk of penalties for that violation. In short they have a choice. The chronic pain, terminally ill users have had that choice made for them by circumstances beyond their control, which is why I draw prioritization line where I do.
