Also, never underestimate the desire of governments to fill their treasury by handing out lots of fee-generating tickets and code violatinos, because lots of people just pay, rather than fight in court. When we pay without fighting for our property rights, we're just rewarding this behavior!

What regular citizens don't realize is that these ordinances are not just used by complaining neighbors, who want you to waste as much $ on yard services, gas, water, as they do. These ordinances are used by opportunist home buyers to harass homeowners into foreclosure or cheap sales. If a neighbor or home buyer doesn't like your yard, he needs to either pay your landscaping bill, or take you to court on his own dime, not on the dime of taxpayers. We're sick of government sticking their nose in our private business, and harassing conservationists. Prosecute criminals, not gardners.
