Through the passage of the Community Reinvestment Act of 1977, the government chose to ignore that businesses (banks) should have a right to contract freely with individuals with whom they freely choose to contract. That is their fundamental right. Article I, Section 10. The CRA was one of the many ways the government attempted to provide affordable housing to low-income people, and it was this government scheme that caused the real estate bubble to burst which wrecked the economy in September of 2008.
