I think having a rear-view mirror on a bike is more important than wearing a helmet. That's just my opinion.
As for Bike Lanes, there are other things that are more important, like 1) Sweeping Streets at least once a week, 2) Filling Potholes, and 3) Trimming Roadside Vegetation.
One more safety reminder: Make sure the Brakes work on that Bike before you go for a ride.
