      <![CDATA["ITS attorney, Allan Wade..." is the former law partner of Robert Spence, who will be the direct beneficiary of the payment, yet saw no need to recuse himself from rendering this opinion.<br>
<br>
This lawsuit is being settled because the city attorney made what's known as an "offer of judgment" in the full amount of the lawsuit's demand, and did so before the city fired a SINGLE SHOT in defense of the suit. No motions, no depositions, no nothing; just an offer to pay the full amount of the suit, right out of the box. <br>
<br>
And, what's the rush? Why does the payment have to be made BEFORE Herenton's retirement? Strange, no? <br>
<br>
There are so many questions raised by this "opinion," it's hard to know where to start, except to say it isn't worth the paper it's written on.
