      <![CDATA[I work at the airport and I never get tired of looking at the structure especially at night, even when they put the tacky green and red lights up at Christmas time. I don't know if you remember the time the phone company used the Airport for the phone book cover, I was a youngster but I thought that it looked majestic and that opinion has not changed over the years.

      <![CDATA[The guideline is 'notice and comment' rule making... <br>

  There should be some sort of public notice (something buried in the fine print of the classfied ads, or posted on a remote hallway is sufficient), that people will be given a chance to comment at some point in the process.<br>
<br>
  Nowhere is it held that bureacrats or politicians must adhere to the comments once they have been expressed, just that there must be a chance for 'the people' to comment before the done deal is implemented.<br>
<br>
  Those basic steps are usually sufficient to insulate the policy makers from being overruled as arbitrary or capricious.<br>
<br>
  There are possible exceptions, but that is the broad answer to Bruce's question.<br>

      <![CDATA[Well in the airport authority's somewhat limited defense:<br>
1)	At least they are not building the garage directly in front of the terminal- instead it will be located beyond the current parking garage which will at least allow one to see the full facade of the airport at some point. Admittedly this was most likely a cost saving approach in order to avoid demolition of the current parking garage.

      <![CDATA[Bruce, I think putting the garage "underground or off to the side" sounds nice, but not practical. I'm sure putting it underground would cost more money, which means you would have written a column about it being overbudget.

I would assume that the author has not visited many airports outside of Memphis...<br>
