There should be some sort of public notice (something buried in the fine print of the classfied ads, or posted on a remote hallway is sufficient), that people will be given a chance to comment at some point in the process.

Nowhere is it held that bureacrats or politicians must adhere to the comments once they have been expressed, just that there must be a chance for 'the people' to comment before the done deal is implemented.

Those basic steps are usually sufficient to insulate the policy makers from being overruled as arbitrary or capricious.

There are possible exceptions, but that is the broad answer to Bruce's question.

Admittedly this was most likely a cost saving approach in order to avoid demolition of the current parking garage.

I would assume that the author has not visited many airports outside of Memphis...

I'm just glad that SOMETHING is being done to improve what is one of the most visually unappealing airports in America.
