With the resources at MCS's disposal, it's possible to build MCS into a model school system. Unfortunately there's a culture of bureaucracy, corruption, and defeatism that pervades the system, and almost nobody willing to take the pretty severe steps required to make a change.

I have yet to read where Tennessee law states that such action will definitively result in the creation of a single school district.

Those are valid points, and I think perhaps there are ways (subdistricts, with and emphasis on individual school empowerment, etc.) to address them. I'm not pulling my kids from county schools and moving to Fayette county (where the schools make MCS look top notch) over this, that's all I'm saying.

Support from district headquarters, allocation of resources, and parental engagement; that's what changes.

Headquarters staff will be focused on the schools on the state watch list. Schools with passing grades will not get much support from central office cirriculum specialists and other support functions.

Over time, resources including staffing levels will continuously shift away from schools propped up by supportive parents and towards schools that are failing.
