      <![CDATA[John: what's the message we should be getting from the Red Cross being "conspicuously absent" from briefings and the Red Cross spokeswoman saying "...every political situation is different?" Why doesn't the Red Cross have overall responsibility for shelters here, as it did following Katrina?
