As a homeowner, I think it is disgusting to balance the budget on the backs of city workers rather than reinstating the 18-cents to our property taxes. <br>
<br>
Last night, Strickland praised the Indianapolis model of managed competition for sanitation services, which requires extremely close government oversight; we do not have the best track record at managing contracts and will certainly get taken advantage of.
