First, as far as 'historically' goes, I'm not that old.
1972 was well after the passage of the Voting Rights Act, and the local politicians didn't give a damn about federal law that countered their perceived self interests then.

If your driver's license is suspended for having outstanding court costs you will still be able to vote because you will still have possession of your driver's license (you just aren't supposed to drive around town with it)!!!!

I have NEVER been asked for identification when I go vote at any polling station where I was supposed to vote.It wouldn't be that much of an inconvenience anyway.If it prevents only ONE case of voter fraud,wouldn't it be worth it?
I do not think people "reduced" to possessing only a state identification card are much concerned with their voting rights as much as they are of continuing their privilege of driving on the roads.
In my guise as a gas station cashier,I have carded many people with a card marked in large red letters "For Identification Purposes Only-NOT a Driver's License" and if they are denied the beer or tobacco due to not being old enough,they'd always stomp outside,get behind the wheel of the vehicle that brought them to my store and drive off.
