      <![CDATA[JB: I posted a comment about the conundrum surrounding at least one aspect of the ruling on Norris-Todd's constitutionality at John Branston's article ("Suburban School Scramble"). <br>
<br>
It's beginning to look like what we got with this ruling was result-orientation (i.e., convenience, to use Jeff's observation).

      <![CDATA[Actually, Merc. Judge Mays did indeed rule on Norris-Todd (referred to in his ruling as "Public Chapter One"), on virtually every one of its provisions, as well as its constitutionality and general applicaility.

      <![CDATA[Correct me if I'm wrong....I was under the impression that Judge Mays did not rule on Norris-Todd itself, but chose to use it as a guide for bringing the two systems together, even going so far as to specify that the special school district portion was not ripe for ruling.<br>

      <![CDATA[Excellent analysis, as far as it goes. The only problem with it, though, is it assumes the professor got it right, and we all know that, despite professors' supreme confidence in their own invincibility (after all, they don't call them professors for nothing), they're not always right.
