What makes me chuckle a little is the thought of Bartlett trying to operate a school system. G'town and C'ville no doubt have the tax base to do it, but Bartlett?

The judge said the law has a severability clause which basically says if any section of the law is declared to be unconstitutional it could be severed from the rest of the law and doesn't make the other parts of the law unconstitutional.
