The potential developers need to be made to understand that any admission to the GMSD is based on space availability, and under the control of the GMSD Board. Regulations should be put into place prohibiting advertizing "Germantown schools" outside the corporate limits of Germantown.

OTP, as far as I know that only applies to charters. If it applied to municipal and special districts why wasn't it used against MCS by SCS?

The SCS will not let you strip the district of 10,000 students or so to prop up the finances of your msd's.

The general assembly can only go so far with population based general legislation, especially when it is shown that the legislation is really aimed at one county specifically and only other counties in, maybe, 50 years.
