      <![CDATA[When the city annexes an area, they have to at least provide some services to that area that they didn't before. That costs money.<br>
<br>
They receive additional tax revenue to cover those costs and ideally add to the bottom line assuming that revenue exceeds the cost of services.

      <![CDATA[Annexations doesn't have anything to do with the budget, that is, in a negative way. The annexations, especially in populated upper income areas actually help the bottom line.

You would think that the city would eventually figure out that annexations weren't working. Obviously no one in city government has business experience enough to understand revenues, costs, and margins.

      <![CDATA[If the council was truly serious about cutting costs and fixing the budget, they would have stopped the recent annexation, as well as any future planned annexations. Then they would have started retracting the city limits to something reasonable, like the 240 loop.
