      <![CDATA[I'm glad that Mr. Morris and Mr. Wade were open to changing their minds about whether the Council has the authority to pass this ordinance by itself, without a referendum. It's refreshing to see public officials who don't always dig in their heels on an issue, and who are willing to review a given situation in the light of new information or a different context.
