      <![CDATA[The registry and penalties are needed and the ordinance should be expanded to include notice of pending foreclosures. I've assisted many people in my neighborhood in trying to find out who owns the empty house next door to them that dealers and hookers are using, and the current registrar's database rarely has up to date information.
