Will the New City Council Have More Power Vis-a-Vis the Mayor?

After looking at city charters (old and new) and hearing some expert testimony, 5th District councilman-elect Jim Strickland opines: " On the face of things, it would appear that the Council could adopt 'policies' and the Mayor would have to follow them." But he finds a catch or two to that.
