The Tennessee Court of Appeals has given the city of Memphis a victory of sorts, ruling Thursday that city library cards could be used as a valid photo-ID to vote. The court upheld the state’s photo-ID law, however.
Early voting is already underway for the November 6th election, but the court ruling indicated that voters could begin using the library cards “immediately.”
