Re: the last comment, the crux of that is actually in a footnote in the AG opinion. Norris Todd makes pretty clear that there can be no "action" toward a muni district until merger is complete. The question is, what is "action" toward that? In a footnote, the opinion says there is no clear TN authority, but it cites some analogous cases from other states. One can agree or disagree with this, of course. But right now, the AG has spoken, and the Election Commission has quite understandably acted accordingly.

The Election Commission is paying for a SECOND outside private law firm to force the County to pay millions more for a less secure system. Unlike other TN counties, which have the County Atty represent them for routine matters, SCEC insists on paying outside counsel. Now they're going to pay ANOTHER outside counsel for this suit. Why can't the original outside counsel (John Ryder) do this?
