Late response, but hand-in-hand with deannexation would be a return to a rural level of services such that deannexation would be cost-effective. Otherwise we would simply be passing the costs of a low-density area from the city to the county (and we Memphians of course double-pay taxes already.) My vision would be returning most everything outside the loop to a rural level of services, unless it's incorporated as a municipality.

Good news. But then I wonder in a city as over extended geographically as Memphis, perhaps we should deannex Frayer and attempt to consolidate folks in areas like North Memphis which are largely vacant. The higher we get the population density, the nicer the amenities we can support.

If our scholars on the City Council had done some basic math, they would have seen that they raised the price of admission to Beale Street from $2 to $5. Difficult to see how that is more equitable (previously it was $10, minus $8 in vouchers, costing $2 for entrance).
