The first definition that came up on google..... "an official in a government department, in particular one perceived as being concerned with procedural correctness at the expense of people's needs."
The people are the grunts of government. To the extent that some may not take pride in their work, that can be attributed to their bosses grinding it out of them or to the simple human of some who would slack off regardless of their employ.
Some of your reference is to simple corruption of a higher echelon rather than the person behind the counter at the DMV.
My opposition to privatization is that it involves not just a less accessible layer of bureaucracy, but waste money on an addition layer of management and requires our tax dollars go to the profiteering of privatization rather than the needs of the taxpayer. It is inefficient and shouldn't be used to replace inefficiency.

Holy crap, holding off on opinions until ALL the facts are in? This ain't that kind of forum or a sworn jury. Sitting on your thumbs and whistling the time away until some official verdict is achieved defeats the purpose of this discussion regardless of your opinion of anyone's professionalism.
Besides, has any President ever comes as close as this one to fulfilling Treason, Bribery, or other High Crimes and Misdemeanors. I think he is checking them off a list as he goes.
