Let me add my two cents worth to Mrs Warrens..... This city signed a CONTRACT with these officers when they "signed on" to be police and fire employees. They agreed to the employment stipulations that the city put down and held up their end of the bargain. Some 25 years ago a sleazeball named Herrington "decided" that the city did not need to pay the required amount into the pension fund (he also decided that the city did not need to pay the city school system the tax money they were rightfully entitled to) so he just DIDN'T PAY IT. Each year he failed to put in the necessary amount the debt stacked up (like charging 1000 dollars a month on your credit card but only paying 500 of that each month) and eventually everything came to a head where the city school system had to sue the city for their money (the sleaze ball still didn't pay it) and the schools decided that their only way out was to surrender their charter (which they did). Now the pension fund while not "fully funded" still had enough to operate on for a bit but there loomed a massive retirement age group that were approaching their age of retirement and they were set to draw from that fund. In doing this the pension people realize they are not going to have enough money to fund all of this. They go to the sleaze ball and say "look you own us this money, we need it and we want it. Sleaze ball says no and oh BY THE WAY I'm outta here because I have my pension set.

In comes the charismatic (but inept at financial matters) new leader and he says "hey, I'm new here but give me a little time and I will fix this". He proceeds to hire people who have no idea what they are doing, but he does this because they are "related to him or he owes them a favor".

Thing roll along and eventually there is an outcry by the citizens (where are our tax dollars going and why are you giving away all these PILOTS when "we" need this tax dollars? A petition is circulated calling for a forensic audit which is strongly opposed by mr charismatic because, after all, he "knows" where that money went and if the public ever found out they would run him out of town on a rail.

The state steps in and does two things..... 1) they order the city to pay to the county (who ended up taking over the school system) the money the city had once owed the city school system (along with interest mind you) and..... 2) they order the city to pay the money into the pension fund to make up for all those years of short-changing under mr sleaze balls reign.

mr charismatic says "I can't do that because we don't have the money", yet he continues to give out PILOTS like water and hire his buddies for jobs that they are not suited for nor are the jobs necessary (remember he is still returning those favors)

So here we are the city needs the money and the ONLY WAY they can get it now (because they gave away MILLIONS in tax revenues to companies without any sort of guarantee of performance by those companies and they already have the HIGHEST TAX RATE for sales and property in the country (which is for the most part still true). The ONLY way to get the money is to cut salaries and benefits on the current employees (rank and file employees not the leaders chosen nepotistic crew in the city hall who he is still raising salaries on) and thus they have "reneged" on their agreements with just about every employee of the city who actually "do the work". They made it 7.5 years because they knew that the people who had that much time invested would likely not want to just "throw it away" and leave (they were wrong, they forgot about "laterals" and other incentives from other cities looking for "experienced" people). They dumped spouses because "they don't work for the city" (stupid idea folks because without the support of those spouses that employee would not be working either.....) and they threw the retirees under the bus because "they have no way to force us to honor our agreements because they aren't "on the payroll" any longer either.

So here we sit, a city with experienced (and relatively new police & fire too) leaving for other cities who offer what this city stole from them, retirees losing homes and livelihoods because of a greedy few in city hall, and spouses who do not have insurance because they can't afford the prices where they work, but because the insurance is "offered" they have no choice.

If the current "new leader" doesn't immediately reverse all of the pension and insurance changes and immediately revolt every PILOT (those companies will sue us if we do is gonna be the leaders cry) and inform those companies that paying taxes is part of doing business in ANY CITY and if they don't like that then by all means pack up and "GIT". Those that do leave were never gonna stay anyway and those that stay will be because they are either making money here or are going to start looking for another city/state to fleece for some money.

I do not hold out any hope for either of these to happen so like a lot of other folks over the last 3 DECADES who have pulled up stakes and gone elsewhere (which is why even with annexation the population of this city HAS NOT GROWN for those 3 DECADES) I am actively looking for greener pastures. I am getting my retirement money set up to be "portable" and once it is I AM OUTTA HERE.....
