It wasn't exactly clear to me whether the Flyer is advocating that parties resort to caucuses, conventions, or other non-public means of selecting their candidates, and that the holders of elected positions themselves remain party-labeled; or to strip local offices of a party label altogether, which renders moot the question of holding primary elections.

I am decidedly for the latter approach, although it is clear that the patronage system can survive, even thrive, without the parties' overt involvement. Still, some of the factionalism, and all of the taxpayer expense, would be removed if primaries were eliminated.
