Holden is mistaken when he incorrectly claims that "The paper machines are more expensive on an ongoing basis because you have to buy paper from a vendor. See any of the cost comparison studies linked on http://electionmathematics.org In fact, the administrative cost savings of using paper ballot optical scan systems is so great that it entirely pays back the initial equipment costs within four years. Think about it - a paper ballot in every voting booth versus a computer to do what would normally take a voter ten minutes once/year with a paper and pen. I wonder why TN election officials are so misled or misleading on the facts?
