Most low income workers also pay at least 10% of their taxable income to the federal govt. However, even though Perry pulled 45% out of his ass, I think what most fiscal conservatives gripe about is that when you take into account medicare, welfare, section 8, food stamps and other social welfare programs that the effective tax rate for some americans is 0. I have no idea what the actual number is, but id guess it's close to the poverty rate and way less than 45%. But why dwell on these comments? They are really nothing more than cheap political marketing.

On the other hand, I like your rationalization for taxes. We definitely have to pay the cost of living in a civilized society. As a person that likes some things republican and some things democrat, I do understand the frustration with this "we will not raise any taxes on anybody/anything no matter what" mania on the right. But is the, "we will not raise the retirement age for SS" or the refusal to admit that the stimulus was a failure on the left that different?
