You forget the Scandinavian countries are all clustered at the top of the pile too.
The United States asks too much from students at the bottom of the intellectual pile, asks the wrong things from those in the middle, and asks too little from those at the top of the intellectual pile.
We deploy our education assets very, very inefficiently, ... spending way too much on the lowest performers while largely ignoring the students with the greatest potential.
This is why US students have fallen way behind their counterparts in academic expertise and performance. We used to be at, or near, the top of the rankings on academic performance. Not any longer.
The impact of this lousy approach to education is just beginning to be seen in our international economic performance. Stay tuned, ...

I've never seen the show, but was quite delighted to see A&E and Cracker Barrel back off their initial kneejerk PC reaction to anyone who makes a comment which one of our protected species may not like.
I say ... grow up and behave like responsible adults. The old "sticks & stones" mantra is still applicable.
Everyone needs to quit puzzyfooting around this mess and git er done!
The State just needs to see to it that the schools within the muni boundaries get transferred to the munis along with any outstanding liabilities attached to them. They've already paid their fair share for school buildings thru their taxes, thru the years.
The "out of district" students should be "grandfathered" in the schools until they graduate. Any new students should come from within the district, plus an agreed to unincorporated area.
I have spoken, ... this makes perfect sense. Now, Memphis, pick up your marbles, go home and mind your own business. What goes on in the munis is not your concern.
Your current version of bs supports the phenomena which is driving the US downhill. It's happened in Memphis and Detroit, as well as many other metro areas in the USA. It's a version of what has been destroying the US educational system.
The phenomena occurs when the "minority" population hits a critical mass in an area where they actually garner the voting power of a "majority". This can come about for several reasons, including ... actual majority numbers, impact of "lockstep" block voting, etc.
What you end up with through this phenomena is a government controlled by much less qualified folks than the "previous majority". As a result, you are ending up with the Memphis / Detroit phenomena impacting governments up to the national level.
I don't believe any rational person could reasonably believe that Mitt Romney couldn't run circles around O'Bama intelligence wise or experience wise. However, he didn't get elected.
You see, OTP, there are some situations in which pure democracy is obviously not the best option. However, that's where we're at, and it's a real shame. One can look at the cities which have been affected by this phenomena, as well as various school systems, to see what is in store for our national government in the not too distant future.
