Housing and Community Development director and project architect Tom Marshall made a presentation to the Memphis City Council Tuesday.
Marshall said rain delays have not affected the projected finish date of three days before the Southern Heritage Classic and, moreover, the rain was good for the grass in the Liberty Land area.
The project connects the west entrance of the stadium with the East Parkway entrance to the fairgrounds. Young Avenue will be extended into the former Liberty Land site beginning in the next few days.
The tail-gating area has premium parking spots, electric plugs, and room for tents and pop-up canopies. A fountain, lighting, and some design elements will be completed "sometime during this year's scheduled season," according to a presentation packet.
Improvements to the East Parkway entrance include relocation and restoration of the historic monuments on new foundations.
