This is essentially a public works project. Making a profit isn't the goal. The goal as shown by many of the sources is preservation and community enrichment. If the result is providing housing for those that don't have it then it's succeeding on that front.
If you are starting a business then your goal is to turn a profit but when you build a community center your goal is to liven and support the community. It's not the same thing.
