The plan you have is quite outdated. Get in touch with the folk at BikeWalk Memphis! and they can give you updates about the new developments for bike infrastructure in Memphis.

An addendum to the plan you cite--which is only half of the entire bike plan, by the way--was created in 2007. It was an addition to Memphis' Long Range Transportation Plan created by the MPO's Bicycle and Pedestrian Advisory Committee (BPAC).

Not sure how many of you are aware of the WalkBike Memphis! campaign that's going on, but check out the Coalition for Livable Communities webpage for more info on their meetings. I think their next meeting is coming up on Nov. 2.
