Even with the 253,170 passengers riding the route in 2012, the City of New Orleans line lost $22.8 million.

I am sure the numbers are about the lost 22.8.

I read somewhere that all of the maintenance of the rails, including the derailments are charged to the passenger trains, which are not heavy as the trains that pull loads in 100 to 150 boxcars filled with merchandise, and the ones have limestone, gravel and coal and liquid cars such as gas and oil. I'm sure the business is holding their income at the maximum.
