I don't agree that the Mississippi River is "notoriously unpredictable." If it were, even an attempt to provide forecasts two weeks or more in advance would be ridiculous. However, the NOAA does just that, and as a river user who has paid close attention to such forecasts for years, I have found them to be remarkably accurate. Yes, the forecasts must be revised upward or downward daily as more rainfall data become available, but the forecast for a few days in the future will not change dramatically.

Right now, according to http://www.srh.noaa.gov/lmrfc/?n=lmrfc-mis…, the forecast for this Saturday is 39.8 feet on the Memphis gauge, comfortably below the elevation of Tom Lee Park. The actual level on Saturday could turn out to be as much as two or three feet higher than that, but experience tells me it will not be nine or ten feet higher, which is what would put Tom Lee Park in danger.

There's nothing wrong with being vigilant and questioning our government agencies--in fact, I think that's pretty frickin necessary--but in this case you have to understand that the Mississippi River doesn't behave like the crick in your backyard. It does what it does slowly, not suddenly.
